L&rsquo;objectif est de cr\u00e9er une norme suisse qui peut servir de r\u00e9f\u00e9rence et de meilleure pratique, et qui garantira les meilleurs r\u00e9sultats possibles pour les \u00e9valuations des aptitudes li\u00e9es \u00e0 un emploi. La norme devra \u00e9galement garantir la transparence et l&rsquo;\u00e9galit\u00e9 de traitement pour les candidats qui font l&rsquo;objet de ces \u00e9valuations.<\/p>\n<p>La soci\u00e9t\u00e9 Aequivalent, la plus grande plateforme suisse pour structurer et digitaliser les processus de v\u00e9rification des ant\u00e9c\u00e9dents dans le cadre des proc\u00e9dures d\u2019engagement, a d\u00e9cid\u00e9 de participer \u00e0 ce projet interdisciplinaire afin d&rsquo;y apporter le point de vue de la gestion des risques et de contribuer avec son expertise en mati\u00e8re de v\u00e9rification des ant\u00e9c\u00e9dents de gestion des risques humains.<\/p>\n<p>Entre octobre 2021 et mars 2022, une enqu\u00eate a \u00e9t\u00e9 diffus\u00e9e par le r\u00e9seau de la SNV et des entretiens ont \u00e9t\u00e9 men\u00e9s en collaboration avec Aequivalent. Ceci a permis de collecter des donn\u00e9es empiriques suppl\u00e9mentaires sur la v\u00e9rification des ant\u00e9c\u00e9dents par les employeurs en Suisse, aupr\u00e8s des parties prenantes des autorit\u00e9s publiques, des ONG, des OBNL, de l&rsquo;industrie et du commerce.<\/p>\n<p>L&rsquo;enqu\u00eate a \u00e9t\u00e9 re\u00e7ue par 882 organisations publiques et priv\u00e9es bas\u00e9es en Suisse et op\u00e9rant dans divers secteurs. Les r\u00e9sultats pr\u00e9sent\u00e9s ci-dessous ont permis de mieux analyser les pratiques les plus courantes en mati\u00e8re de v\u00e9rification des ant\u00e9c\u00e9dents d\u2019un point de vue de l&rsquo;att\u00e9nuation des risques humains, et de sonder le soutien \u00e0 l&rsquo;\u00e9tablissement d&rsquo;une norme.<\/p>\n<\/div><\/div><\/div><\/div><\/div><div class=\"fusion-fullwidth humains.<\/span><\/p>\n<p><span style=\"color: #000000;\">Bien que 56% des r\u00e9pondants consid\u00e8rent leurs politiques et proc\u00e9dures de \u00ab\u00a0pre employment screening\u00a0\u00bb comme \u00ab\u00a0bonnes\u00a0\u00bb ou \u00ab\u00a0excellentes\u00a0\u00bb, 78% des r\u00e9pondants ont eu une ou plusieurs mauvaises exp\u00e9riences d&#8217;embauche.<\/span><\/p>\n<p><span style=\"color: #000000;\">58% des r\u00e9pondants appr\u00e9cieraient une norme pour la v\u00e9rification des ant\u00e9c\u00e9dents, 42% ont r\u00e9pondu qu&rsquo;ils pourraient \u00eatre L&rsquo;acc\u00e8s aux infrastructures strat\u00e9giques, l&rsquo;acc\u00e8s aux donn\u00e9es des clients et les fonctions li\u00e9es \u00e0 la s\u00e9curit\u00e9 suivent de pr\u00e8s et sont consid\u00e9r\u00e9s comme \u00e0 risque par plus de deux tiers des organisations ayant r\u00e9pondu.<\/p>\n<p>80% des r\u00e9pondants ont mis en place des politiques ou des proc\u00e9dures pour att\u00e9nuer le risque humain au sein de l\u2019organisation. Le plus souvent, ces politiques concernent la mise en \u0153uvre de proc\u00e9dures de recrutement et de s\u00e9lection renforc\u00e9es (52%). La pr\u00e9sence publique sur Internet, les activit\u00e9s annexes (conflits d&rsquo;int\u00e9r\u00eats) et les interruptions d&rsquo;activit\u00e9 professionnelle sont \u00e9galement \u00ab\u00a0parfois\u00a0\u00bb ou \u00ab\u00a0souvent\u00a0\u00bb v\u00e9rifi\u00e9es. Afin de pouvoir v\u00e9rifier correctement ces \u00e9l\u00e9ments, 71% des organisations interrog\u00e9es v\u00e9rifient l&rsquo;identit\u00e9 et 59% v\u00e9rifient l&rsquo;adresse actuelle (59%) du candidat. L&rsquo;historique des adresses est rarement v\u00e9rifi\u00e9 (ce qui expose ces organisations \u00e0 certains risques de conformit\u00e9).<\/p>\n<p>Les extraits de casier judiciaire, les documents de probit\u00e9 financi\u00e8re, les permis de travail, les anciens employeurs et les dipl\u00f4mes et qualifications sont le plus souvent v\u00e9rifi\u00e9s \u00e0 la source. Pour les activit\u00e9s annexes, les activit\u00e9s pendant les p\u00e9riodes d&rsquo;inactivit\u00e9 et les dossiers de conduite, on se fie plus souvent aux documents ou aux d\u00e9clarations des employ\u00e9s (ce qui expose ces organisations \u00e0 des risques d&rsquo;int\u00e9grit\u00e9).<\/p>\n<p>Lors des v\u00e9rifications des r\u00e9f\u00e9rences chez les anciens employeurs, les raisons du d\u00e9part (69%), les performances (69%) et les responsabilit\u00e9s (63%) sont le plus souvent v\u00e9rifi\u00e9es. L&rsquo;intitul\u00e9 du poste, les dates de d\u00e9but et de fin, la personnalit\u00e9 ainsi que l\u2019absence des proc\u00e9dures d\u2019int\u00e9grit\u00e9 ou disciplinaires sont v\u00e9rifi\u00e9s syst\u00e9matiquement dans plus de 40% des organisations qui ont r\u00e9pondu.<\/p>\n<p>L&rsquo;obtention formelle du dipl\u00f4me (72%) est v\u00e9rifi\u00e9e le plus syst\u00e9matiquement lors des contr\u00f4les de dipl\u00f4mes. Le titre officiel du dipl\u00f4me (55%), le niveau acad\u00e9mique correspondant (52%) et les dates de d\u00e9but et de fin (45%) sont v\u00e9rifi\u00e9s syst\u00e9matiquement dans plus de 40% des organisations.<\/p>\n<p>Lors des v\u00e9rifications de l&rsquo;e-r\u00e9putation (internet), l&rsquo;absence de remarques discriminatoires (73%) et la divulgation d&rsquo;informations confidentielles (68%) sont le plus souvent indiqu\u00e9es comme des \u00e9l\u00e9ments \u00ab\u00a0tr\u00e8s importants\u00a0\u00bb \u00e0 v\u00e9rifier lors de la s\u00e9lection des emplois. L&rsquo;adresse et la pr\u00e9sence publique sur Internet sont v\u00e9rifi\u00e9es par plus de 40% des organisations lors d&rsquo;une nouvelle v\u00e9rification.<\/span><\/p>\n<p><span style=\"color: #000000;\">En ce qui concerne la protection des donn\u00e9es des employ\u00e9s et des candidats, 95% des entreprises participantes indiquent qu&rsquo;elles se conforment \u00e0 la loi f\u00e9d\u00e9rale suisse sur la protection des donn\u00e9es (LPD), tandis que 32 % se conforment au r\u00e8glement g\u00e9n\u00e9ral europ\u00e9en sur la protection des donn\u00e9es (RGPD). Une majorit\u00e9 de 80 % des r\u00e9pondants ont r\u00e9pondu que leur organisation dispose d&rsquo;un code de conduite.
